Studying in Canada Without a Study Permit
Most foreign nationals need a study permit to study in Canada. However, Canadian immigration rules provide specific exceptions for certain short-term students, eligible workers, minors, construction apprentices and other limited groups. Understanding exactly when an exemption applies is essential before beginning your studies.
Who Can Study in Canada Without a Permit?
Canadian law allows some foreign nationals to study without first obtaining a study permit. These exceptions are limited and depend on factors such as program length, age, immigration status, employment status or the person’s role in Canada.
If none of the available exemptions applies, a foreign national generally needs an approved study permit before beginning a program for which a permit is required.
Situations Where a Study Permit May Not Be Required
Short-Term Programs of Six Months or Less
A foreign national generally does not need a study permit to complete a course or program in Canada that lasts six months or less.
This can include certain short-term language courses, professional-development programs, training programs and other educational courses.
If you plan to continue into a longer program, you may need a study permit before you can begin the longer period of study.
Certain Work Permit Holders
A temporary public policy introduced in September 2026 allows eligible foreign nationals who hold a valid Canadian work permit to study in a program lasting six months or less without obtaining a separate study permit.
The authorization generally lasts until the earlier of:
- The end of the eligible short-term program
- The expiry of the person’s valid work permit
- The expiry or revocation of the temporary public policy
The current measure is scheduled to remain available until December 31, 2027, unless it is changed or revoked earlier.
Eligible Construction Apprentices
IRCC also maintains a separate temporary public policy for certain workers completing apprenticeship training in eligible construction occupations.
To qualify, an applicant must meet the applicable requirements, including:
- Holding a valid Canadian work permit
- Having a job in an eligible construction occupation
- Having an apprenticeship agreement registered with the relevant provincial or territorial apprenticeship and certification authority
Eligible construction apprentices must request consideration under the public policy and, if approved, receive an authorization letter confirming that they can study without a study permit.
The construction-apprentice policy is currently scheduled to remain open until February 26, 2027.
Certain Minor Children Already in Canada
Some minor children who are already in Canada may study without a study permit. Examples can include eligible children who:
- Are attending kindergarten
- Are studying for six months or less
- Are refugees or refugee claimants, or whose parents are refugees or refugee claimants
- Are already in Canada with a parent authorized to work or study
- Are in Canada without either parent
The rules for minors entering Canada from abroad are different from the rules for minors already inside Canada. A child coming from outside Canada to study for more than six months generally needs to apply for a study permit before entering Canada.
Family or Staff of Foreign Representatives
Certain family members or staff members of foreign representatives accredited to Canada by Global Affairs Canada may not need a study permit.
Whether the exemption applies depends on the individual’s diplomatic status and circumstances. The relevant embassy or mission can contact Global Affairs Canada to verify whether a study permit is required.
Members of Certain Foreign Armed Forces
Members of the armed forces of a country designated under Canada’s Visiting Forces Act may study without a study permit when they are in Canada on official duties.
This can include eligible military personnel and designated civilian personnel. IRCC advises eligible individuals to possess a letter of acceptance from Canada’s Department of National Defence.
This exemption does not automatically extend to their family members. Family members who wish to study may still need their own study permits.
Certain Settlement, Integration & French-Language Courses
IRCC also identifies limited situations where certain temporary residents or asylum seekers may study without a study permit.
Examples include qualifying French-language and cultural integration courses in Quebec and settlement or integration courses offered by provincial or territorial governments.
New for September 2026: More Flexibility for Workers
As of September 4, 2026, eligible valid work-permit holders may study in programs lasting six months or less without obtaining a separate study permit.
This is particularly relevant to workers who want to complete short-term training, licensing courses, professional development or skills upgrading while continuing to work in Canada.
For eligible workers, authorization lasts for up to six months or until the work permit expires, whichever comes first. The temporary measure is scheduled to expire on December 31, 2027.
Why Location Matters for Minor Students
Rules for children can easily be misunderstood because IRCC distinguishes between minors who are already in Canada and children applying from outside Canada.
Minor children coming from outside Canada to study for more than six months generally need a study permit before entering Canada.
Some minors already inside Canada may study without one when they meet an applicable exemption, including certain children whose parent is authorized to work or study.
Even where a minor is exempt, IRCC notes that obtaining a study permit may still be useful. For example, it can make it easier for the student to continue studying when reaching the age of majority or to qualify for certain school-related opportunities.
A Study-Permit Exemption Does Not Remove Every Immigration Requirement
Being exempt from a study permit does not automatically give a person permission to enter or remain in Canada. Depending on citizenship and circumstances, a traveller may still need:
- A valid passport or other travel document
- A Temporary Resident Visa (TRV), where required
- An Electronic Travel Authorization (eTA), where required
- Valid visitor or worker status while in Canada
You should also confirm whether studying without a permit affects other goals you may have, including employment authorization or future post-graduation work eligibility.
IRCC specifically notes that a person studying without a study permit generally does not gain student work authorization simply because they are taking a course. Separate work authorization may be required.
What If Your Program Is Longer Than Six Months?
If you are planning a program longer than the period covered by an exemption, you should determine whether a study permit is required before beginning the program.
For most international students pursuing a Canadian college or university program, this means obtaining the appropriate admission documentation and an approved study permit.
